US citizen marries underage illegal alien

I was wondering, what if a 23 yr old man wants to marry a underage illegal alien in Mexico, could this possible If so, what procedures that will need to be done?

Certainly nothing can stop you marrying. Securing permanent residence would be done in the U.S. (is she entered legally or had an immigration petition or labor certification filed on her behalf before 4/30/01). If not, then the procedure is done partly in the U.S. and party in Mexico but would involve a discretionary waiver. It is extremely important to have a highly competent lawyer for such a waiver as they can easily be denied (as well as approved, depending on how they're prepared). I just gave a speech to a group of lawyers with the American Immigration Lawyers Assn. last month on this issue as I have expertise in this area.
