Re: H 1 visa application
It's more wise to include the Bachelor's degree and transcripts of the courses for that degree.

It is better if you can get the BS certificate from India...along with mark sheets
Re: H 1 visa application
I have filed for candidates in the past who did not have mark sheets for their bachelors degree but had a U.S. masters degree and transcripts.
Especially if the M.S. is relevant to your job offer, INS will overlook the former in most cases. It is best to file with everything but a foreign bachelors has to be evaluated by the school before the school authorizes futher study.
At some point, this equivalency was done and INS is aware that schools engage in this analysis.
Good luck! If you have any other questions, feel free to call me.
Re: H 1 visa application
If you need to file right away, go ahead and file with the masters. A U.S. university will not admit you without proof that your bachelor's was equivalent to a U.S. bachelors. The INS knows this.
In the interim, however, obtain a copy of your transcript from the university in India. The INS may ask for it in a request for additional evidence.
Please let me know if you have any additional questions.
