Regarding the movie E.T. The Extraterrestrial, can I print "I love E.T." or "E.T. 2 The Return of the Extraterrestrial" on t shirts and give them away at a rally? Or can I print a quote from the movie E.T. on a t shirt? For example "I'll be right here." or "Phone Home" Am I infringing on a trademark?

You may not do that. It is infringement of the trademarks owned by Universal Studios.
