Can a corporation place a policy that women who work in an office enviroment cannot wear high heels over 2 inches?

Employers have the right to establish dress codes for the workplace, as long as it is not done in a discriminatory manner. It is difficult to imagine how limiting the height of high heels would be discriminatory.
