Legal Question in Employment Law in California

I filled out my timecard correctly, my boss shorted me 8 hrs of overtime, now payroll refuses to pay me the full amount, they offer "a loan" of 66% of the time that was shorted me with the rest to be paid in 2 weeks, is it legal to with hold payment for hours worked?

No it is not legal. You should be paid for all hours worked, including all applicable overtime rates no later than 10 days after the wages were earned. Refer your employer to California Labor Code section 204.
