Legal Question in Employment Law in California

As part of my separation agreement with my former employer - I was promised COBRA medical, dental and vision coverage. Well the catch 22 is that I was the only employee on the plan and COBRA is not availble it there is no one on the plan.

Since my former employer promised by contract to give me Cobra , do they have a legal requirement to provide me with a health plan in lieu of cobra?
