Legal Question in Employment Law in California

I work for the State of Ca as a Recreation Therapist at a State Prison. When I was hired certification as an RT was not a requirement. Now they are talking about making certification a condition of emplyment. I would have to go to a state school for two sesmesters to furfill those requirements. (three classes) My question is: Can the state change the requirements of my job 5 years after they hired me? If they force me to go back to school and the classes are only offered during the day, the same time I work, would they pay me to go to school? Thank you very much

An employer can change the requirements of a job at any time. Usually it's not such a radical change, but it is perfectly legal. You have no right to be paid to go back to school.
