Right to comfortable abode?

I live in a roommate situation with

the homeowners, paying rent for a

bedroom. Since the utilities

have increased due to having

multiple roommates, the home

owner has decided to not use the AC,

in summer temps reaching as high as

104, so as to decrease the utility bill.

Is this legal? to withhold working AC,

causing the inside temp to be in the

range of 90 during the day?
