Can a landlord divulge rent payment information of tenants to other tenants in the house if they're paying rent separately?

Probabaly, since it is not really confidential information. The landlord was the one who came up wilth the figure for the rent amount initially and not you, so it is not jst your information he is releasing. You should tell him that doing so might cause strife among the renters and he certainly does not want unhappy renters..
