renting with pets

When moving out of an apartment where pets were allowed. If not stated in the rental agreement can the landlord use my security deposit to clean the carpets after I move out?

You must leave the apartment as clean as when you moved in.

If so, landlord cannot use the security deposit to clean. If not, LL can, but must submit invoices that you approve.
