Who is responsible for bill?

As the landlord am I responsible for the garbage bill my ex-tenant did not pay (from June-October 2006). The garbage company claims I am as there is no forwarding address for the ex-tenant.

You are, unless tenant signed (very unlikely) a contract with the garbage company.
