Can a medical doctor who used to practice medicine in foreig country present himself as a primarius doctor, without nostrification of his diploma (a process of granting recognition)?

If you are asking if a doctor can practice medicine in the US without a US medical license, the answer is NO. Doing so would be a criminal offense of practicing without a license.
