Legal Question in Medical Malpractice in California

I have a Ph.D. in Kinesioloy & Pain Management . I work with clients/patients that have TMJ issues. I have developed a technique to "Calibrate" the jaw which has had phenomenal results . However, my technique would be taken to a higher level if I am able to include "Calibration of the Tongue". My question is can I legally do work inside the client/patients mouth? (ie: using a finger(s) inside the mouth)

It seems to me that you probably are already practicing medicine without a license. That issue is not based upon whether treatment is inside or outside the body. Most medical treatment is applied to the outside of the body. Your jaw treatment does not effect the skin over the jaw, but the jaw itself, so you are already doing internal treatment. You could call the medical licensing board to see what they feel.
