Verbal offer made then pulled.

If a verbal offer is made by an insurance company, accepted by the person injured, then the offer is pulled, is the insurance company still liable for the offer?

Legally yes. An offer can be pulled any time before it is accepted but not after.

Depending on the situation any verbal contract can

be rescinded. What was their reason for rescinding the offer?
