Legal Question in Traffic Law in California

My family and I reside in Colorado. We took a trip to California, arriving by air and renting a car. My girlfriend rented the car and declined the insurance as she has insurance and it covers rental cars. I was pulled over for holding my cell phone (I was using the GPS and could not hear it as my children were bickering). I was cited for driving with out insurance, because she had declined the rental car companies insurance. I do not have insurance as in Colorado the car is insured not the person driving. The court has asked me to prove the car was insured. I did not rent the car and apparently her insurance only covers her. What can I do as this ticket is over $1,000.

You need an attorney to deal with this. How did it get to the court? Typically you just have to show proof of insurance.
