Release of liability on a car

I sold my car in Nov. of 2005. It was the first time I'd ever sold a car before and I forgot to take the bottom half of the title. the new owner never re-registered or changed ownership on that car, so it is still in my name. We have been receiving tickets and parking violations from LA county ( i live in san diego). One of the tickets was a camera ticket it was clearly not me or anyone I know. The new owner disconnected his telephone so I dont have any other way of contacting him. I went to the DMV and they said they cant release it out of my name until I get the new owner's information. HELP!!!any advice would help...i'm all out of options.

Go to the DMV website or a local DMV office and get the form that states that you transfered the vehicle. Fill this form out and get it to the DMV immediately. The least of your problems may the the traffic tickets. You can be personally liable for damages that result from the driving of the vehicle. Filing the Notice of Transfer form removes you from the title of the vehicle at the DMV and will release you from further liability. This form is not effective until filed with the DMV. Even so I would state on the form the actual date of the transfer.
