can a traffic violation be thrown out in riverside,ca due totechnicalities

I received a speeding ticket 1-21-06. The officer wrote on the ticket that I was going faster than I really was, and also wrote on the ticket that I needed current Cali registration tags, however I am not a resident of Cali. I am on an extended visit. The officer also failed to put my name (first and last) on the ticket. He also wrote the owner of the car as being someone else (my insurance agent), yet it was my vehicle. I called the county office to see if I could get the ticket thrown out, but they were extremely rude and basically told me there was no way out of it and that I had to get Cali tags (yet I had tags from my home state in the mail which I informed the officer of at the time of citation). One more important factor to consider... In WA where I used to live if the officer didn't input the ticket into the system (file it)within 72 hours of receiving the ticket, I could go and get the ticket dismissed, but when I spoke on the phone with Riverside county they told me that the officer has 1 year to input the ticket into the system. BUT my court date (unless I pay) is within 2 months.

Is there anything I can do? Can I get the ticket reduced, or better yet- dismissed?
