Legal Question in Wills and Trusts in California

My Mothers father passed away and left a large inheritance to each of the 4 siblings from his will. An attorney was hired and to my understanding over the last 6 months the process has gone through the courts and approved and now the money just needs to be distributed by this attorney. When my mother called and talked to his receptionist about when and if she can come to his office and fill out the paperwork to receive the money she was told "The attorney is very busy due to picking up a large new case and really doesn't have any time right now to deal with this matter and will get to it when he feels like it." Like I said the money was released to the attorney on April 25th, and all that needs to be done is disperse the money, there are 4 siblings and it is a large sum of money and the attorney wont talk to anyone due to "being too busy with a larger case." So is there a time limit for this guy to handle this case?

It is the duty of the executor to distribute the estate in accordance with the order. It's not likely that the attorney has the money, but he should have had all the paperwork ready before the hearing date.
