ISP changes to hosting service and web site without permission

Is it possible that a service provider, domain host is somehow permitted to change the level of service they are providing, for which I am paying, without my permission. Further can they remove My homepage on my site and replace it with another of their own choosing.

Do I have any kind of legal / financial remedy, given that the site is only indirectly used for business purposes. Can I recover damages for the time and trouble they have caused me?

You submitted this in the wrong area, I think. It is a question of contract law. You need to look at the service contract you had with the ISP. My guess is that it allows these changes on their part, but without the contract, I have no way of telling for sure.
