Broken Window - legal responsibility for replacing?

I live on a golf course and a golfer recently broke a window in our home with a bad golf shot. He initially offered to pay for the damages but ultimately claimed that he while acknowledging he broke the window, he wasn't legally responsible for the damage and decided NOT to pay.

Does he have legal obligation to pay for damages? I don't see how this is any different than an individual being responsible for any damage/injury he causes to a person or his property due to the individuals actions.

He does, unless you have some assumption of risk clause in your CCRs.
