Arraignment, Pleas and court timelimits

I was arrested on 11/23/02 and put in jail for evasion of responsibility. I was released on 11/24/03 and given a summons to appear on 12/9/02 to be arraigned. I went to court on 12/9/02 and was sent to the police station to be fingerprinted. I was never arraigned and was was told to come back to court 1/4/03. I went back and the district attorney did not have my FBI file so I was told to come back 2/9/03. My attorney could not make it on 2/9/03 because of a terrible snow storm. I received a letter to come to court on 3/3/03 I did and still no FBI file. I went again on 4/6/03 and on 5/9/03. I have never been arraigned. I have never even spoke to a judge. I asked the court clerk for my court schedule. There was a not guilty plea entered on 3/3/03. I didn't plea and neigher did my lawyer. How long do I have to go to court before I am arraigned? My next date is 6/6/03 - 194 days from the arrest. I asked the police for the police report and they said that I could not have it all. It was for my own good. Is that legal?
