Legal Question in Family Law in Connecticut

Using wife last name for credit card application

My friend who is divorcing just discovered her husband has many credit card, some of them under his first name and his last name, some under one of his first name and her last name, some on another first name and again her last name. Is it legal to do that? She doesn't know why he is doing that but all the credits are used and the balance zero. She doesn't know what money her husband use to paid the credit but he did.

Do you think it is a fraud or illegal to use in same time different names? What she can do?

Thank for your help.
