Sexual Abuse between brother & stepbrother as minors

Can my son who was raped when he was 8 at a public park get sued by his stepbrother who he abused when he was 15 and stepbrother was 10. They are grown adults in there 30's now and the stepbrother wants to sue my son in civil court. Can he do this? If so, what can my son do about this? He has been married since he was 19 and has 2 children. He was confused when he did it to his stepbrother and never told me about his rape until last year, so he has been holding all this guilt in all these years. He just wants to get on with his life. They have already been to counceling together. Can my son be sued for something that happened 20 yrs ago between him and his stepbrother?
