Can the victim drop the charges in auto accident?

Hello Sir,

My wife hit another car and need to appear in the court. The charges are:

Evading property 14.224(b)

Unsafe Passing 14.232

I talked to the victim (other party) and they're ready to drop the charges. Can they drop the charges ? If yes, what documents do I need from the victim for this?

The victim cannot drop charges, that's up to the state's attorney, but if the victim tells the SA he doesn't want to pursue, the SA will often go along.
