Legal Question in Traffic Law in District of Columbia

DC photo enforcement

My wife and I live in Virginia but our cars are registered in Ohio. We each received a ticket through DC traffic cameras. The thing is though we never received the actual ticket, only letters from a collection agency. This seems very unfair as neither of us had an opportunity to contest these tickets,since we didn't even know that we had received them. What recourse do we have

Refuse to pay until credible evidence has been presented to you that you are in fact guilty as charged(if in fact you have been properly charged).
