i was convicted of a 3rd degree felony under age with judification witheld can i get a concealed weapons license

Your question is unclear as you cannot simultaneously be convicted of a felony and have adjudication witheld. Those are total opposites. If you were adjudicated guilty, youcannot own or possess firearms.
