local building officials often disregard this exemption and require a licensed architect on single family projects. As an architect licensed in another state, i am quite capable of providing plans, what action can i take to have the building official accept this exemption...

"No person shall be required" BY THE GOVERNMENT, not by private parties. Private parties could make you be licensed as an architect, have an MBA, CPA, JD, be a Rhodes Scholar, and paint your body blue before designing their house. It depend on who you are talking about when you say "building official."
