Legal Question in Credit and Debt Law in Florida

in 1978 an iou in nyc for 5,000 plus interest that was tendered and then paid in 1986/1987 but no receipts remain to this day and then the debt was presented again today in florida sept 2010 what is the validity of this issue

The time has probably run to collect the iou. NY law would apply if iou was in NY.
