what are the steps and can they be performed by a non-attorney?

If the child is under 18, the child must be self-subsistent (employed, living on his or her own, etc.) and have permission of both parents. The petition for emancipation can be found online. It is not necessary to have a lawyer, but it is strongly recommended.
