Consequences of not paying child support

I had a child out of wedlock. The father was ordered to pay child support. He has never paid the full amount and recently has been paying nothing. The DOR already sent him 3 deliquency notices and has had his license suspended after a written agreement to pay more a month to get out of arrears. He is still not paying. Is the next step contempt of court? What happens if this still does not convince him to pay?

DOR needs to file a Motion for Contempt. It appears the father will only pay if he is threatened with jail. DOR should take steps to take any IRS refund he might receive.
