Mother refuses to see children during her visitation

My husband exwife refuses to see her 2 children during her visitation time. The children grandparents want the children to visit them. Since the mother refuses to see her own children during her court order visitation, can the grandparents take over the visitation? My husband has primary residenacy over the children, she pays child support faithfully.
