Legal Question in Employment Law in Florida

My Fiance works for a local home health care company and goes to a patient's house twice a week. The patient lives 75 miles from where we live. Her employer makes her use her personal vehicle to travel to the patients house and does not reimburse her for mileage or fuel. Additionally, the employer refuses to let her clock into work until she gets to the patient's house, two hours after she leaves for work. After spending three hours at the patients house, my fiance then has to drive back another two hours, so after all is said and done, she has spent seven hours of her day to do a three hour job. This can't be legal, can it?

The employer does not have to pay for travel to a job site. It sounds like she should try to find other employment or negotiate a different deal with her boss.
