Is it against the law to discuss salaries with other employees?

No, it is perfectly legal. The case law under the National Labor Relations Act (which regulates labor-management relations) specifically holds that it is an unfair labor practice (i.e., illegal) for an employer to prohibit employees from discussing salary (although many mistakenly do so), because that interferes with the employees' rights to bargain collectively. This applies whether or not the workforce is unionized.
