No Vacation Allowed - Is it legal?

My employer has not given me opportunity to take a vacation despite the fact that the fiscal year ends by the end of June and any vacation time not taken by then does NOT carry over into the new year. I have made multiple requests but all have been denied. This means I will lose 1 week of time that I have earned - when asked about this my employer stated that ''he/she is the CEO and can move the date around''. Question 1: Is this (moving the date) legal? Question 2: Is it legal to be made to work without a vacation or other compensation? Thanks for any help in advance...

I know of no law or statute that requires an employer in Florida to offer employees paid vacation. However, a union contract, employment contract, employee handbook or the verbal promise of the CEO may create some rights for you.
