2 signed the lease, one moved out. Does that one still have the right to enter t

Two signed the lease, one moved out. Does that one still have the right to enter the rental,after he hands the other one a letter of that he will be moving out? 08/01/05 letter stating he was going to move out in 30 days. And he still enters the rental after 09/01/05 to randomly messing up the rental. And he has not payed 9/05 rent. What action should be taken? Can he be arrested?

If not paying, change the locks.
