can I break a rental lease if another tenant, in another apt., physically assaults me? I fear for my safety and my property ( vehicle) and my sanity

Not likely going to be grounds for breaking your lease. Consider getting a restraining order. Seek legal help with regard to lease.

I suggest you get a retraining order ASAP. Advise the property complex of the situation. They will probably evict that tenant once they see your restraining order. OR they may offer you a unit away from that tenant.
