I am renting a house on a well system, the water is full of bad setiments and is not drinkable or safe for use, is the landlord obligated to provide a filtration system to make the water SAFE for basic use?

Probably, but it may depend on what your lease says. You may call the health department to find out about the water. A faucet filter is notthat expensive.
