If someone else was driving my car and caused a auto accident with very bad property damage to my car, are they liable for the damages?

If the person who was driving your vehicle was negligent in his operation of your vehicle, then yes, he would be responsible for the damages. Assuming the driver had car insurance, you should be able to make a claim with that insurance company for your property damage.
