Legal Question in Personal Injury in Florida

what is the standard charge for fees on a liability case?....and is it common pratice for the lawyer to take his percentage off the total amount before medical bills and the client ?

No standard fee. Lawyers and clients can contract for whatever terms they want. If you have a contract, you need to read it, to determine the terms.
