Lien against my driver license

Good morning,

Im trying to get back my from new jersey which i was in a car accident with another person. After the fact a month later he get a lawyer trying to sue me for bodliy harm and etc. And he had the the lawyer to put a lein on my license which i try to get back for over 10yrs. Can i have a lawyer file for bakrupty down here in georgia to take care of that matter in newjersey and can i get a new one hear in georgia or i will need something from dmv from newjersey stating that the lein on my license has been dismiss. P.S. If so what will be the fee?
