Fraudulant Billing
I relized that a vendor was charging me for OEM Parts but installing After Market pars. The part numbers on the invoice are clearly OEM numbers. What can I do

You did not state what happened when you contacted the other party to dispute the bill, with the reasons why. That is the obvious first step.
