If you owe somebody money and you try to pay the minimum and they refuse payment, do you still owe the person money?

Minimum what? No one here knows the terms of your agreement. You should know what you owe. You will no longer owe it when you pay the debt.

It depends on the terms of your agreement. They are certainly no required to accept less than what is owed in the absence of such an agreement.
