Legal Question in Family Law in Georgia

in the divorce it states that my x husband gets the kids when i go to iraq. when i go and my new husband has the kids, can my x husband come by and just take the kids, knowing i gave my husband power of attorney and wanting him to keep the kids due to the concern of my kids wellbeing with my x. do my x have the right to just take the kids away?please help
