Legal Question in Civil Litigation in Georgia

I have a judgment in my favor to return 20K to me given to a builder who has not began the project given a 14 month window. Can I have his wages garnished until full receipt of funds are paid?

You may be able to have his wages garnished. If an attorney helped you obtain the judgment, I recommend going back to that attorney for assistance in enforcing the judgment. You or your attorney will need to obtain a "Writ of Garnishment" from the Court in order to start garnishing wages. Your attorney will know how to obtain this.

What wages? Many builders don't have wages - they work for themselves. Id the judgment against an individual or company - you don't provide that info. You might garnish bank accounts. Do you know the bank wit the accounts? Does the builder even have any money?

See Scott's answer. The answer also depends on the entity that was sued (is it corporate or the man himself). Additionally, be prepared for a situation where the builder bankrupts or is judgment proof.

I should add that NO reputable builder charges in advance, and that it was, as your learned, a huge mistake to pay in advance. NEVER pay a builder in advance. If he wants money as he goes, you set up an escrow account and allow small draws as needed. This was preventable.
