My neighbor refuses to adequately repair damages to my fence caused by a rotted tree. She knew the tree was dead for 8 or more months. Can I put a lien on her property?

There is an intermediary step before you are entitled to a lien. You must first sue her and get a judgment and then record the judgment. Then, VOILA!, you have a lien against all her property.
