Legal Question in Employment Law in Georgia

I live in Florida. My (13 years) estranged husband, who lives in Georgia, has been told that he must provide our marriage license, our official name change documentation, and (this is what seems strange) MY birth certificate, in order to be paid what they owe him. This seems wrong. We have been separated for 13 years, living in different states and filing separate taxes. Can they require this information?

Who is "they?" Paid for what? You seem to assume we know the rest of the details.
