can a previous emloyer indicate to an employer on your refernce to the job you are applying forthat you was terminated for theft when you was never charge or arrested for that charge nor is this information on your separation notice

You failed to provide the most important information - is the statement true? An employer certainly does not have to seek charges against you for firing you for theft.
