Re: what is right

As Mr. Lyon pointed out in his earlier posting, your lease should specify who is responsible.

If you find that your landlord is responsible under the terms of your lease, or if you have a verbal agreement, then you should communicate the problem to your landlord in writing. If your landlord picks up your rent, put a letter in with your rent payment. Keep copies of all of your written communications.

Re: what is right

The lease should state who is responsible for such problems. If your landlord is responsible and he/she is not taken appropriate steps after you have given him/her proper notice, you may terminate your lease for the breach.
