Legal Question in Landlord & Tenant Law in Georgia

I am renting and have been having issues with the air conditioner. The apartment has been working on the issue; however, the issue has not been fixed. The apartment states that the issue has been resolved; however, it is not fixed. They did offer to move us to another apartment. However, we would have to move ourselves. They stated that we cannot get out of our lease. Is there anything I can do?

We haven't read the lease so there's no way to answer you. However the landlord would likely meet his obligations by moving you to a comparable or better apartment, and he clearly must pay for the move.

In addition to the lease (and whether AC is included), your post is very vague about the issue. There is more to the story than you saying there is an "issue" and the manager saying the "issue" is resolved. You are asking for opinions on what to do, including moving, but you don't state what the problem is. Is it not working at all, not as cool as you think it should be, or something else? Facts matter.
