Unsafe In own apartment

I am in the military and while i was underway a short while ago, my wife had a ''stalker'', who was constantly calling the house and peeping through the windows at all hours of the night. The police can do nothing without actually seeing the person and apprehending them. I explained the situation to my property manager, telling her we no longer felt safe in the neighborhood and told her we'd like to leave, we have 4 months left on our lease and the problem hasnt stopped even after my homecoming. I want to get out of this lease without ramifications.

A landlord is generally not responsible for the criminal acts of others, unless they undertake that responsibility or the criminal act is by an agent of the management. You provide no facts indicating either exception applies. Obviously, safety and lives are more than a lease dispute.
